  第二届中国—拉美和加勒比农业部长论坛联合宣言

  我们,中华人民共和国与拉美和加勒比国家的农业部长或代表,围绕“携手推进后疫情时代中拉农业合作迈向更高水平”的主题,于北京时间2021225日(墨西哥城时间224日)以视频方式召开第二届中国拉美和加勒比国家农业部长论坛(简称“中拉农业部长论坛”),就后疫情时代全球农业发展面临的挑战和机遇,中拉农业科技、贸易、投资和人力资源开发合作迈向更高水平的路径和方式方法,进行了深入交流和探讨。

  我们忆及,20136月在北京成功举办的首届中拉农业部长论坛,形成了推进中拉农业合作的良好机制,为政府部门、科技机构、企业等搭建了对话和合作平台。自首届论坛以来,双方在农业人员互访、农业科技交流、农业投资、农产品贸易、农业人力资源开发等方面合作成果丰硕,为促进各自经济发展和提高人民生活水平发挥了重要作用

  我们认为,当今世界正在经历百年未有之大变局。新一轮科技革命和产业变革深入发展,新冠肺炎疫情全球大流行等危机深重,全球农业发展面临新的挑战和机遇。举办第二届中拉农业部长论坛,共商合作大计、共建合作平台、共享合作成果,有利于中拉更好抢抓发展机遇、共同应对风险挑战,促进农业可持续发展,推动互利共赢,为中拉共同建设更高水平的合作伙伴关系和今世后代的共同未来做出积极贡献。

  我们看到,中拉农业互补性很强,合作潜力很大、前景广阔。双方农业在市场需求、资源要素、产品结构、资本构成、技术集成等方面各有优势,进一步加强合作符合双方的根本利益,有利于促进中拉经济社会发展,造福双方的人民。

  我们认为,顺畅的政府间对话和磋商机制对于中拉农业合作具有重要的引领作用。我们将更好地发挥中拉论坛、中拉农业部长论坛、中加经贸合作论坛及双边农业合作联委会、工作组等机制的宏观指导和统筹协调作用,科学规划合作领域,创新合作方式方法,务实制定行动计划,扎实抓好议程落实。

  我们认为,农业现代化关键在于科技进步和创新,国际科技合作是大趋势。我们将更加主动地融入全球创新网络,在开放合作中共同提升农业科技创新能力。我们支持共建农业科技研发中心、联合实验室等平台,就双方感兴趣的良种选育、生物技术、耕地保护、小农与家庭农业、农机装备、农产品质量安全、农业农村环境治理、减少粮食损失和浪费、农产品深加工、可持续农业、数字农业等领域,实施农业科技精准创新合作计划;支持共建农业示范园区、示范中心、示范农场等平台,展示推广农作物和饲草生产、畜牧养殖、水产养殖、农产品加工等领域的先进实用技术。

  我们认为,农业经贸合作是增强经济发展动力与活力的重要引擎。我们将携手努力,扩大农业贸易,加强科学施策,促进农业投资,推动中拉农业产业链、供应链、价值链深度融合。我们将秉承自由贸易、非歧视、公平竞争和透明度原则,通过提升贸易便利化水平、举办农业贸易促进活动等方式,优化中拉农产品贸易结构,扩大农产品贸易规模;我们将通过持续优化营商环境、举办农业投资对接活动等方式,促进中拉开展农业相互投资,培育新的经济增长点。

  我们认为,农业农村人才是强农兴农的根本。我们支持优先建设辐射全区域,尤其是中美洲及加勒比地区的农业技术交流与示范培训基地,致力于加强农业人力资源培训与开发合作,通过举办农业政策和技术培训班、农业科技研讨会、互派农业专家和技术人员、联合培养研究生等方式,共同提高农业生产者和管理者能力素质。

  我们关注,新冠肺炎疫情给全世界粮食安全带来的新挑战和新威胁。我们将开展紧密合作,采取切实有效的行动,增强地区农业和粮食综合生产能力,确保粮食供应链有效运转,保障地区粮食安全和食品安全。我们呼吁,全球各国采取积极科学的措施应对新冠肺炎疫情,增加对农业农村发展的支持,保障全球粮食安全。各国应本着生命至上的理念,着眼于切实维护人民身体健康,采取科学合理的检测防护措施,保障食品安全。

  我们重申,各国应坚持多边主义,维护以世贸组织为核心的多边贸易体制和以联合国为核心的国际体系,秉承共商共建共享的原则,推动世界经济朝着更加开放、包容、普惠、平衡、共赢的方向发展。我们将继续通过联合国粮农组织、世界动物卫生组织、国际食品法典委员会、世界贸易组织等有关多边框架,探索加强多边农业合作和政策协调的途径,共同推动世界贸易组织下一届农业部长会议取得积极成果,支持农业南南合作,支持联合国举办世界粮食峰会,支持《生物多样性公约》,支持中国举办国际粮食减损大会。

  中国、墨西哥、安提瓜和巴布达、阿根廷、巴哈马、巴巴多斯、玻利维亚、巴西、智利、哥伦比亚、哥斯达黎加、古巴、多米尼克、厄瓜多尔、萨尔瓦多、格林纳达、危地马拉、圭亚那、洪都拉斯、牙买加、尼加拉瓜、巴拿马、秘鲁、多米尼加、苏里南、特立尼达和多巴哥、乌拉圭、委内瑞拉的农业部长及其代表出席了此次论坛。


  DECLARATION

  II CHINA- CELAC MINISTERIAL FORUM ON AGRICULTURE

  February 25, 2021

        We, agricultural ministers or representatives of the People’s Republic of China and the member states of the Community of the Latin-American and Caribbean States (CELAC), centering upon the theme “To bring the China-CELAC Agricultural Cooperation up to a Higher Level in the Post-COVID Era”, virtually met on February 25th, Beijing time (February 24, 2021 Mexico City time) to celebrate the II China- CELAC Ministerial Forum on Agriculture. At the forum, we delved into challenges and opportunities facing global agriculture in the post-pandemic era, as well as paths and approaches to achieve a higher-level China-CELAC  agricultural cooperation in terms of science and technology,  trade,  investment and human resources.

        We recall the First China-CELAC Agricultural Ministers Forum in June of 2013 in Beijing as a success, which enabled us to put in place sound mechanisms for strengthening China-CELAC agricultural cooperation and initiate platforms for dialogue and cooperation between government agencies, science and technology institutes and businesses. Since the forum, China and CELAC countries have achieved fruitful outcomes from the exchange visits of professionals, exchange of science and technology, mutual investments, agro-trade, and human resource development cooperation, substantially contributing to theireconomic growth and improving livelihoods of their people.

        We recognize that the world is undergoing momentous changes unseen in a century. The rapid advance of the new round of technological revolution and industrial transformation, and profound crises such as the global pandemic of COVID-19 represent new challenges and opportunities for agricultural development around the globe. The II China-CELAC Ministerial Forum on Agriculture sets the stage for discussing cooperation plans, building collaborative platforms and sharing outcomes. It will help China and CELAC countries to take advantage of opportunities and rise to risks and challenges together, assist sustainable agricultural growth for reciprocity and win-win outcomes, and contribute to China-CELAC joint efforts for a higher level of partnership for the common future of present and coming generations.

        We acknowledge that China and CELAC countries share strong complementarity in agricultural sectors, and thus have immense potential and great promise for cooperation. Comparative advantages in market demands, resource endowment, product mix, capital structure, and technology signify that, closer cooperation will meet our countries’ fundamental interests, favor socio economic development and benefit our peoples.

      We acknowledge the importance of an inter-governmental mechanism of smooth communication and negotiation in taking our agricultural cooperation forward.We agree to fully leverage the role of various mechanisms, including the China-CELAC Forum, China-CELAC Ministerial Forum on Agriculture, China-Caribbean Economic and Trade Cooperation Forum, and joint agricultural committees and working groups on bilateral fronts, to provide macro-guidance and coordination on identifying promising areas of cooperation, adopting innovative cooperation approaches, developing pragmatic action plans and fostering effective agenda implementation.

        We acknowledge that technology innovation holds the key to agricultural modernization, and international cooperation in science and technology is a major trend. We stress the importance for China and CELAC countries to more actively merge into global innovation networks, and enhance their innovation capabilities in agricultural science and technology in open cooperation. We support the efforts to establish joint Research and Development (R&D) centers, laboratories and other platforms where our countries can jointly implement targeted innovation programs in areas of common interest; including breeding of superior varieties, biotechnology, farmland protection, small and family farming, agricultural machinery, safety and quality control of agro-products, agricultural and rural environmental management, reduction of food loss and waste, intensive processing, sustainable agriculture, and digital agriculture. We encourage our countries to set up joint agricultural demonstration parks, centers and farms to show case and disseminate advanced practical technologies in such fields as crop, forage and livestock production, aquaculture and agro-processing.

        We recognize agro-trade cooperation as an important engine boosting economic dynamism and vitality. We will work together to expand agro-trade, stimulate the adoption of measures based on science, promote agricultural investment and foster deep integration of agricultural industries, and supply and value chains of China and CELAC countries. We will expand the China-CELAC agro-trade, improve its structure through greater trade facilitation, and trade promotion activities guided by the principles of free trade, non-discrimination, fair competition and transparency. We will boost China-CELAC mutual investment in agriculture and explore new growth opportunities by improving business environment and organizing investment connection events.

        We acknowledge that human resource plays a fundamental role in strengthening agricultural development. We agree to prioritize the establishment of an agricultural technology demonstration and training site that can reach out to the entire region, and particularly to Central America and the Caribbean, and are committed to advancing cooperation in human resources training and development. We encourage efforts to hold agricultural policy and technology- training courses conduct seminars on agricultural science and technology, exchange experts and professionals and implement joint postgraduate education programs with a view to enhancing the capabilities and competence of agricultural producers and management personnel.

       We express concerns over the new challenges and threats posed by COVID-19 to the food security around the world and commit to cooperate closely and launch effective actions to strengthen the overall capacity of agricultural and food production, support the well-functioning of the food supply chain and ensure food security and safety in the region. We call on all countries to mount an active and science-based COVID-19 response, bolster support for agricultural and rural development and strive to safeguard global food security. All countries should put people’s lives first, and adopt science-based and appropriate testing and control measures to protect people’s health and ensure food safety.

        We reiterate the importance of multilateralism, safeguarding the World Trade Organization-centered multilateral trading regime and the UN-centered international system and upholding the principles of extensive consultation, joint contribution and shared benefits by all countries to make international economy more open, inclusive, balanced and beneficial for all. We agree to explore ways of agricultural cooperation and policy coordination within the Food and Agriculture Organization of the United Nations, the World Organization for Animal Health, the Codex Alimentarius Commission, the World Trade Organization in particular through the achievement of meaningful results for the agricultural sector in the next ministerial conference, and other relevant multilateral frameworks, including efforts to intensify south-south cooperation in agriculture, support the UN Food Systems Summit, the Convention on Biological Diversity-CBD and the International Conference on the Reduction of Food Loss hosted by China.

   The ministers of Agriculture attending this Forum are from the following Countries: China, Mexico, Antigua and Barbuda, Argentine, Bahamas, Barbados, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominica, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Honduras, Jamaica, Nicaragua, Panama, Peru, Dominican Republic, Suriname, Trinidad and Tobago, Uruguay and Venezuela.
